In game menues, using my dpad enables the mouse cursor but I can't move it. Same with some of my face buttons, sometimes A and B do the same thing and sometimes they activate the cursor. Maybe you should change your mouse deadzone. If you have a joystick or game-controller hooked up to your computer, either disconnect them or disable them.
