My guess is the throttle body. 20 mph is limp mode. The car with wavy lines is the ESC. The throttle body is a part of the ESC system, and if any part of the system shows a fault, the ESC is automatically disabled. The problem will probably come back after a while. .

Like EW said it may be a bad sensor. Not sure which scanner you used, but not all code scanners (i.e. lower cost) are able to retrieve ABS codes so you might want to try another scanner.
