Got out my jump pack and attached it and the car did not initially start. The voltage read up to 14.4 with the jump pack attached and the car still would not crank. Unplugged the jump pack gave it a quick charge and went back outside with it plugged it in and the battery now read 15.3 with the pack attached and the car started immediately.

It goes to a high gear at speeds about 40 - 45 mph, and low RPM less than 2000, probably 1700 RPM. The RPM starts surging up and down about 100 RPM while I keep the gas steady.
