The damage may already be done to those save files. So you may have to try starting a new game just to see if you get stuck in vats, in the new game. If you STILL get stuck in vats with mods disabled and in a new game, then your next step is to delete Fallout 4 and ALL save files, then reload Fallout 4 and start a new game, again.

Get rid of the TVs. They bug out the happiness. Did that, still stuck in a loop between 98-99. Also get rid of the Radios and Jukeboxes.
