On rex it's even worse because you can get a hell of a lot more regen then corpsebloom would allow you to heal. I believe it reduces the cap from 10% to 5%. Lifebloom is the only way to increase it. Basically, it could be useful with aegis / maybe some other fringe scenarios, but overall hurts you.

Late game RoR2 is pretty much the same on all characters, because items are so important. The most important differences between survivors is how strong they are by base. Rex is the character with the highest base healing potential, decent mobility, and very good damage. You arent goinng to have OSP much, but REX is certainly a strong character.
