First, I would look at the release mechanism on the driver side 2nd row seat and figure out the locations of the cable, latches, etc. I would then crawl under the problematic seat and look for broken/loose cable...you may be able to manually activate/release the latches with a couple of screw drivers. By design you have to get your hand under the hood (after pulling the inside release) and move the secondary latch to actually raise the hood more than an inch or two.
