The psylink doesn't grant the title I think. The title corresponds to what level psylink the empire will bestow. So if you're already level one when you get the first title, that's the level it will stay. Once you get the next level of the title they will bestow it and increase the link level to match.

Hello, i missed the 1st Broken Empire Quest. The one that gives you your first title and the Psylink neuroformer, i then did a second Broken Empire Quest with the forced landing where you have to protect the shuttle occupants. This gave me the Title of Freeholder. I gained Honor + Shuttle loot but still no Psylink neuroformer.
