Most mountain bases are devoid of animals, and the 480y+/- visible distance sort of cuts into any real long range shooting further up. I'm now into putting a tent on top of a lookout post for my long range shots :D It's tricky, but if you jump on the sign and work at it, you can put a tent up on the corners of the lookouts.So, it's not a confirmed bug, but I'm starting to suspect things.
