You don't have to build around Moonveil at all which is why it's so particularly powerful for sorcery builds. Don't even have to push endurance because moonveil isn't heavy. Moonveil remains one of the better weapons in the game too. It's basically better than using actual spells 4 times out of 5. People saying it's been "nerfed to hell" are exaggerating. You will literally use its ash more than your will spells. It's still one of the best choices for an INT/DEX build.
