It's been like this for years. If it is a bug, I would guess Bungie doesn't want to fix it, because it would be a nerf to a weapon that most people think isn't good as is. The perk triggers whenever you get a kill with something other than fighting lion, and get damage numbers with fighting lion within a few seconds of each other.
