But every time you go there, at the front of the "ship", there's a captain and it's always a named thrall, either "Black Hand Captain" or "Captain Ioushuwa".

They make up for this by having at least one guaranteed spawn. Accursed berserker for sure! Sonja and Dalinsia and few t4 dude thralls spawn regularly at the big Accursed citadel near the tower.
